Does anyone know someone who has been involved in a micro-brewery? Are they hard to set up?

I don't imagine they are hard to set up at all, but decent equipment is going to be pretty pricey unless you can catch one going out of business or find equipment at auction or something. The real hassles will come from the authorities and health department regulations if you plan to sell to the public.

The first step, from what I've read, is making good, consistent beer on your own. Once you can do that, then you can look into spending several hundred thousand dollars to get a production facility up and running, plus extra capital for supplies, paying employees, etc.

Unless you have a good technique, good ingredients, good equipment, and talent, you'll still need to get around all the local, state, and federal regulation hoops. Oh, and a money man to back you up in all of this. Missing any of this, you will not get off the ground.
And even if you do, it's a market that has been generally glutted where having a general good name, and not just a johnny-come-lately make it discouraging.
Look at the craft beer shelf at your local liquor store. Ever wonder how many others have been kept out of that store by a salesman, indecisiveness of the public from a crowded & confusing market (to outsiders), and the reluctance of a store owner to keep a non-selling item on their shelves?
Welcome to the micro/brewpub/craft beer world.
My advice to you is to start a nano distillery.
