For volume issues with AirPods in Android devices, you need to adjust two things ...
1) In DEVELOPER OPTIONS (Google how to do it for your device ) disable ABSOLUTE VOLUME
You may also have to do this as well:
2) Go to SOUNDS AND VIBRATION (and EARPHONE MODE on some devices) and
enable BLUETOOTH ABOLUTE VOLUME
What this does is make it so the device itself syncs the volume with the AirPods instead of it
maintaining the baseline volume (half volume) and only adjusting the volume from there ...
It then lets the device itself control ALL of the volume for the full range instead of from
only the baseline and below.
You're welcome!

Good info, I don't seem to need this info but...
Now my cell phone makes really loud tones when I enter numbers but is only marginal at conversations. (full volume.) Is there some way I can make the incoming voice as loud as entering numbers on the virtual key pad?
Some peoples phones I can hear across the room but mine, have to have the speaker properly aligned with the ear.

What kind of phone is it?
... and are you talking on speaker or just on the phone itself?

Don't know the brand name but it's a model M10S possibly Daiwa
Android version is 5.1
And I was speaking of the phone on a regular call. The speaker phone volume is acceptable.

It's not this, is it?
Only thing not making it seem like it is:
PLATFORM OS - Android 9.0 (Pie), upgradable to Android 10, One UI 2.0
Chipset - Exynos 7884B (14 nm)
CPU - Octa-core (2x1.6 GHz Cortex-A73 & 6x1.35 GHz Cortex-A53)
GPU - Mali-G71 MP2
Otherwise with Android 5/1:
Turn off Do Not Disturb Mode. ...
Turn off Bluetooth. ...
Brush the dust off your external speakers. ...
Clear the lint out of your headphone jack. ...
Adjust your sound with an equalizer app. ...
Use a volume booster app ...
Adjust volume from settings to circumvent a broken volume rocker ...
Close any open audio-playing (or any autoloading audio-playing) apps ...
You can get a StartUp Booster app that will tell you what is loading at startup and disable sound apps to see ...
