But the answer is They Think you MAY have been involved in an event and can't know all the facts yet.

So you are "detained" and if you have a bailbond man. He can get you out sooner (until trial) 

But even that hinges on the legal idea you may be guilty so should be held unless you can pay for temporary freedom.

But if you're innocent (and found to be in a court of law) they can't give you that time back ...
Thus, punishment AS GUILTY even though you are "presumed innocent" ...
