Sick is probably out, unlikely any illness would have kept him away this long unless it's a long term hospitalization.

Institutionalized is also unlikely. There's a lot of leeway for eccentric old guys as long as they don't run afoul of the law.

So I'd say 90% dead or jail.

I'm leaning dead, though obviously would never have any way to actually prove it since I don't know his personal details.

Well, there is a LinkedIn for Mike F. tied to his email address. And Telswitch, Inc. is based out of Stockton, CA, so all of that would make sense.

I did take a look at obituaries for that area and didn't come up with any that would fit for him.
